Senate Clarity Act Vote Could Reshape U.S. Crypto Markets

The U.S. Senate faces a critical vote on the Clarity Act as lawmakers negotiate over digital asset regulation, stablecoin rewards and ethics provisions. Cody Carbone, CEO of the Digital Chamber, says the cloture vote is a crucial first step that could determine whether the landmark legislation moves forward with bipartisan support.

Carbone says the biggest remaining obstacle is the debate over stablecoin yields and rewards. Banks argue that higher rewards could encourage customers to move deposits from traditional banks to crypto platforms, while Carbone says there is limited evidence supporting those concerns. He argues that financial institutions should support the bill because it would establish clearer rules for banks interacting with digital assets and blockchain technology.

Beyond stablecoins, Carbone says the legislation is critical to maintaining U.S. leadership in digital assets and tokenization. With most stablecoins backed by the U.S. dollar, he believes clear regulations could strengthen dollar dominance and encourage institutions to build blockchain based financial infrastructure in the United States.

Looking ahead, Carbone expects finance to move increasingly on chain, with tokenized equities, bonds and other financial assets becoming part of mainstream markets. He says the shift toward 24 hour markets and blockchain based infrastructure could fundamentally reshape global finance over the next decade.
