Saudi Arabia Has Stopped Talking About Being a Financial Centre: It Is Now Acting Like One

Victor L. Philippe Chatenay, Co-Chair of the MFTA Saudi Chapter, joins Raghda Ibraheem as Saudi Arabia builds the legal architecture for tokenised assets with over 20 licensed entities already operating under the kingdom’s digital asset framework.

His first priority as Co-Chair is simple: make MFTA Saudi the forum where fintechs, financial institutions, and regulators come together to surface opportunities and challenges. Saudi Arabia has a lot of international momentum, but from the outside it can still feel like a black box. That is the gap MFTA is built to close.

On tokenisation, his read is measured: real estate tokenisation is generating noise, but the questions around legal ownership and secondary market trading remain open. The assets most likely to tokenise first are traditional financial instruments, bonds, bank deposits, and funds, rather than real estate or industrial assets, which are more complex at this stage.
