Gabrielle Inzirillo on How ADGM Became the Global Hub for Tokenised Securities

Gabrielle Inzirillo, Senior Manager of Fintech Supervision at the ADGM Financial Services Regulatory Authority, joins Rachel Pether at the ADX as the financial centre enters what she describes as a new pivotal phase, no longer asking how many firms it can attract, but whether complex global business models can set up in Abu Dhabi and service the world from here.

Her most striking observation is on tokenised securities. Over the summer, ADGM became what she calls the hub of tokenised securities globally, firms pushing out tokenised products backed by traditional depository and securities infrastructure, enabling 24-hour access to global markets, all supervised by ADGM. On what tokenisation actually means for an investor, she strips away the jargon: it is a different wrapper, not a different asset. A stock is still a stock. The regulatory protections do not change.

Her sharpest point is on the sandbox. Five years ago, ten to fifteen startups were benefiting from the less onerous regime. Today, maximum one or two. Being new is no longer an excuse. ADGM now regulates on outcome, and that shift, she argues, is the clearest sign yet that the ecosystem has matured.
