Egypt Is Writing the Arab World’s AI Rulebook, But Enforcement Is Still the Missing Piece

Nevine Makram Labib, Distinguished AI Advisor, Senior Technology Strategist, and Chair of the Global AI Governance and Telehealth Working Group, joins Bassel Sabri from Cairo following a significant diplomatic milestone, Egypt has been elected to chair the AI Governance Working Group of the Arab Permanent Committee for Artificial Intelligence.

Her read on what Egypt has to export is clear: a comprehensive sovereign governance framework covering data governance, algorithm transparency, and results, not just IT audits. But what Egypt is still missing at home is equally clear: talent retention and, more critically, enforcement. A framework without the legal teeth to enforce it is just guidelines.

On where AI is genuinely making decisions in Egyptian banks, versus where it is merely a chatbot with a press release, she draws a sharp line. Real AI is in credit scoring recommendations, fraud detection, AML, and predictive analytics. The chatbot layer is real but limited, especially in Arabic NLP. The deeper challenge is that many senior banking executives still cannot distinguish between digital transformation and AI, or between simple automation and genuine machine learning. Change must start at the board level.

Her most important point for investors: explainability is non-negotiable. If a bank is relying on an AI system that cannot explain how it reached a decision, a black box, that is a governance risk, a regulatory risk, and ultimately a credit risk. Every algorithm deployed in a financial institution must be open to audit. The cost of that audit should be shared between the institution and the vendor.
