New U.S. Stablecoin Rules Take Effect in January as Banks Prepare for the GENIUS Act

The U.S. digital asset industry is approaching a major regulatory milestone as new rules under the GENIUS Act prepare to take effect on January 18, 2027. On Market Movers at the New York Stock Exchange, Remy Blaire speaks with Emily Goodman, Partner and Head of the Licensing Practice at FS Vector, about the Office of the Comptroller of the Currency’s new regulatory framework, what stablecoin issuers must do to prepare and how federal and state licensing requirements could reshape the future of digital payments.

Goodman explains why the implementation of the GENIUS Act represents an important transition for banks, fintech companies and digital asset businesses. Following the OCC’s release of its final implementing regulations in October 2026, she discusses why organizations should begin evaluating their existing compliance programs rather than waiting for the rules to become effective. The new framework introduces requirements covering stablecoin reserves, liquidity, capital, reporting, examinations and operational risk management. OCC

The conversation explores the practical steps stablecoin issuers should take before the January 2027 deadline. Goodman emphasizes the importance of conducting compliance gap assessments to identify where existing systems may fall short of the new requirements. From capitalization and liquidity management to transaction reporting and regulatory examinations, she explains why financial institutions must evaluate their readiness across multiple areas of their operations.
