4% of Gulf Firms Have Fully Integrated AI: Muamar Magam on What Is Blocking the Rest

Muamar Magam, Managing Partner at Quintus LTC, joins Bassel Sabri as new research shows only 4% of surveyed Gulf organisations have fully integrated AI into operations, and the shift from AI that answers to AI that acts changes everything.

His most important distinction is between the assistant and the agent: the assistant answers, the agent acts. For an Egyptian bank, an authorised agent handles routine credit checks while the banker focuses on exceptions, seasonal income anomalies, unusual business patterns. Human oversight moves from reviewing every step to managing the exception loop. And the real value comes from capturing those human corrections, testing them, and improving the process without letting the system write its own policy.

On accountability, when AI makes a decision that harms a customer, his answer is clear: the bank must remain the place customers can turn for explanation, correction, and genuine appeal. The HSBC CEO framed it precisely: human judgement, human decision-making, and human accountability at scale. Delegating execution can improve bank capacity, but trust still depends on someone being willing and able to answer for the result.
