Abu Dhabi Is Building Africa’s Digital Sovereign Stack, and African Governments Will Own It

Dr. Svyatoslav Senyuta, Chief Business Officer at ADI Foundation, joins Rachel Pether at the Abu Dhabi Security Exchange to announce one of the most ambitious digital infrastructure projects on the African continent, a joint venture between the AfCFTA Secretariat and ADI Foundation to build the Africa Digital Sovereign Stack across all 54 AfCFTA member countries.

The numbers are stark: Africa loses $100 billion annually to financial inefficiencies. Two countries in West Africa that share the same franc currency still lose 2 to 7% converting between them because both are pegged to the Euro. The Africa DSS aims to cut cross-border settlement costs by 90%, powered by continental blockchain infrastructure, stablecoin settlement, digital trade document tokenisation, and a single digital trade ID.

The model is deliberately structured to avoid creating new foreign dependencies. ADI Foundation is a nonprofit investing in the infrastructure, but everything built will be owned by African governments on principles of national sovereignty and security. The infrastructure will be open, any third party can build on top of it once the foundational layer is complete.

Stage one covers eight markets by 2028, scaling to 22 countries and eventually the full continent. Existing partnerships with M-Pesa, covering 60 million people, and Equity Group in East Africa are the first integration anchors. The macroeconomic projection: a $900 billion GDP surplus for the continent versus the current trajectory.
