Bhutan Has Been Mining Bitcoin Since 2019, 3iQ Is Now Managing Its Treasury

Matteo Dante Perruccio, Chief Strategy Officer at 3iQ, joins Rachel Pether at ADX following a landmark partnership with Bhutan’s Gelephu Mindfulness City, a sovereign digital hub project that has been quietly accumulating Bitcoin since 2019 when it was worth just $5,000.

The mandate goes far beyond simple asset management. 3iQ is committed to protecting and growing Bhutan’s Bitcoin treasury, but also to investing in GMC’s talent pool, helping repatriate young Bhutanese who have emigrated, and cross-fertilising global best practices into the emerging digital economy being built there.

On why Gulf sovereign wealth funds are buying Bitcoin while Singapore’s GIC and Temasek stay cautious, his read is precise: the UAE made a deliberate decision years ago to develop a digital economy, and VARA’s regulatory vision accelerated that evolution from a VC picks-and-shovels mindset into direct financial instrument exposure. APAC, by contrast, has complicating factors, proximity to China and its Bitcoin policies, Chinese wealth concentration in the region, that make the decision more complex.

His five-year view on whether direct accumulation or infrastructure stakes will dominate: both approaches are distinctly different, picking infrastructure winners is extremely difficult, many players that seemed dominant seven years ago no longer exist, and the alpha opportunities in digital assets come precisely from the diversification of providers. That is where asset managers like 3iQ find their edge.
